There is a belief that drug addicts should be considered criminals and incarcerated. However, the other stance claims that a more appropriate approach is to send them to a medical institution on the grounds that dependency is a medical condition. I side with the second view. 

Those who support imprisonment argue that people with drug addiction should be treated as criminals when their behaviour violates the law and threatens public order. This is largely because in some countries the possession, purchase or use of illegal substances is itself a criminal offence, regardless of the personal reasons behind it. From this perspective, the legal system cannot ignore such behaviour, because doing so may weaken respect for the law. Another reason is that addiction is sometimes connected with wider social harm, as some users may steal, sell drugs or become involved in violence in order to finance their dependency. As a result, supporters of this view believe that prison is necessary both to punish illegal conduct and to protect society from related crimes.

However, I believe that people with drug addiction should primarily be treated as patients rather than criminals. Addiction is not only a legal issue but also a medical and psychological condition. Having developed a strong physical or mental dependency, many addicts are unable to stop using drugs simply because they fear punishment. If they are sent to hospital or rehabilitation centres, they can receive medical treatment, counselling and long-term support. Such treatment can include detoxification, psychological therapy and relapse-prevention programmes, which prisons often cannot provide effectively. There is every likelihood that this approach would reduce reoffending, including drug-related crimes, more effectively than prison, because it deals with the root cause of the problem rather than only punishing its symptoms.

Therefore, on balance, I maintain that treatment should be the main response to addiction, even though imprisonment might be necessary when drug addicts commit serious crimes. In most cases, rehabilitation is preferable because it addresses dependency itself rather than merely punishing its consequences.
